L2P Learner Driver Mentor Program
The TAC L2P Program assists young Victorian learner drivers aged 16 to 21 who don’t have access to a supervising driver or vehicle, gain the 120 hours driving experience required to apply for a probationary licence.
The TAC L2P Program is funded by the Transport Accident Commission (TAC) and the Department of Transport and Planning (DTP) and coordinated by Alexandra Community Hub.
Alexandra Community Hub (ACH) is committed to protecting the interests of children involved in its programs. ACH’s policy has zero tolerance for child abuse. How does it work?
The TAC L2P Program matches learners from 16 to 21 years old with a fully licenced volunteer driver and program vehicle to help them gain driving experience required for a probationary licence.
Before being matched with a volunteer mentor, learners participating in the program have access to up to seven free driving lessons throughout the program with a professional instructor. This helps learners build their skills before getting on the road with a volunteer mentor and continue progressing through the stage of learning.
The Program has been helping young people become safe and confident drivers for over 10 years.
It also provides an opportunity for young people to interact with positive adult role models, gain confidence and move towards social independence.
Getting a driver licence provides independence, opens the doors to new opportunities, such as employment and education.
Who is eligible for the TAC L2P program?
Learner drivers need to meet the following criteria to join the TAC L2P Program:
- Be aged between 16 and 21 years old (in some circumstances we will consider applicants up to 23 years).
- Have a Victorian learner’s permit
- Have no access to a vehicle and/or a supervising driver.*
- Are medically fit to drive. NB: If you have a permanent or long-term illness such as a disability, medical condition, injury or are taking medication that may affect your fitness to drive, you will need to note this on your application form and complete a medical review
- Are an Australian Citizen or permanent resident (including new arrivals and/or refugees).
- Not be an overseas student.
- Are not already in a TAC L2P program.
- Live in the Murrindindi Shire.

Application process for Learners
If you meet the criteria, please apply online through your myVicRoads account.
- Login to your myVicRoads account or create an account
- Go to ‘licences and learner permits’.
- Towards the bottom of the page, select;
- ‘Apply as a learner in the TAC L2P Program’.
- Select Alexandra Community Hub (Murrindindi)
- Continue to fill out the application form.
You must have a myVicRoads account to apply for this program, unless you can supply a good reason why you can’t have one. In these exceptional cases, a learner can request a paper-based application form by emailing l2p@transport.vic.gov.au.

Becoming a L2P Mentor
The TAC L2P Program doesn’t just benefit learner drivers. The program gives our volunteer mentors an opportunity to connect with their community, and directly help a young person.
We have a full training program for mentors to ensure you’re well prepared to mentor a learner driver and understand your role as a supervising driver. Learners participating in the program also have access to free driving lessons with a professional instructor to build their skills before getting on the road with a volunteer mentor.
Mentors can have a vital role in empowering and enhancing a young person’s confidence, by teaching them to drive safely to reduce crashes, injuries, and fatalities among young drivers.
Sharing your knowledge can be a rewarding experience that offers a sense of accomplishment and satisfaction.
MENTOR eligibility criteria for the TAC L2P Program.
- Be over 21 years old.
- Hold a current full Victorian driver licence.
- Have a satisfactory full driver licence history report paid by the DTP.
- Are medically fit to drive. NB: If you have a permanent or long-term illness such as a disability, medical condition, injury or are taking medication that may affect your fitness to drive, you will need to note this on your application form and complete a medical review
- Can commit to at least 1 hour per week and can pick the car up from the Alexandra Community Hub.
- Undertake a screening process by your local TAC L2P Program.
- Have a valid volunteer Working with Children Check card.
- Undergo a National Police Check.
We can help you with the Working with Children Check and National Police Check application if required.
